A programme should have a clear problem, accountable delivery and a defined way to learn.
The programmes framework sets out how Azari Foundation thinks about programme development across different focus areas without imposing one intervention model on every issue.
Problem definition
A programme begins with a specific social or environmental problem, the population or system affected and the evidence available.
Broad themes are not enough to justify a programme on their own.
Intervention logic
The proposed activities should have a credible connection to the intended outcome, with major assumptions and constraints identified.
Where evidence is weak, the programme may need a smaller test before wider scale.
Delivery model
Responsibilities between the Foundation, partners, community stakeholders and service providers should be clear.
Funding does not remove the need to define who is accountable for implementation quality.
Risk and safeguarding
Programmes should identify risks to participants, staff, funds, data, reputation and delivery.
Controls should be proportionate and should not create unnecessary barriers to participation.
Monitoring and close-out
The programme should specify what will be monitored, when review decisions occur and what happens at completion or handover.
Closure should include learning, outstanding obligations and appropriate records.
