People affected by the work should have meaningful opportunities to influence design, feedback and review where appropriate.

Participation should be structured rather than symbolic.

Programme choices should use available research, local data, partner experience and monitoring information.

Evidence can support adaptation as well as initial design.

Responsibilities, budgets, decisions, complaints routes and reporting should be clear enough to review.

Good intentions do not remove the need for controls.

The Foundation should document what worked, what did not and why.

Learning has value only when it changes future decisions.
